Local government Emergency Management Programs

Ralph Sbragia officially joined the Safety Profession in 1989 when he joined Aetna Life and Casualty in Orange County, CA (although he had worked for two years previously as a private ambulance EMT in Contra Costa County). From Aetna Ralph moved to the Associated General Contractors of California where he headed up their statewide safety services program. From AGC he was recruited to join the Construction Safety Team at the LACMTA where then spent the next twenty-three years advancing from Construction Safety Analyst to Construction Safety Manager when he left LACMTA in 2019. After brief stints with EBMUD and OCSAN, Ralph landed at Amazon to head the EHS Team at a Southern California Amazon Sorting Center. In the Autumn of 2022, he was recruited to join the EHS Team at A-Tech consulting and currently leads their effort to expand their Occupational Safety offerings and clientele. Ralph’s professional strengths are in Construction (including tunnelling), Transportation and program review and compliance. Ralph also supported the Emergency Response and Business Continuity Programs while at LACMTA.
Ralph is also a licensed ham radio operator and spent over twenty years with the Orange County Radio Amateur Civil Emergency Service which trains to provide emergency and disaster communications during local, regional, and national emergencies.

Mr. Jeffrey DuVall was selected as the Director of the Department of Emergency Management for Sonoma County in August 2023. He previously served as the department’s Deputy Director since June of 2019 and previously worked as the Emergency Manager with the City of Anaheim and Long Beach. Jeff has also served as a Lead Fire Communications Dispatcher for Metro Cities Fire Authority in Orange County, California, and as a first responder in emergency medical services throughout Los Angeles County.
